Margin-based ad rates
A ceiling rate per product so no ad fee turns a sale into a loss.
eBay Promoted Listings management: general and priority campaigns run against each product’s real margin, measured against the organic sales you would have had anyway.
One rate across the catalogue, set by eBay's suggestion rather than each item's margin.
Listings that already rank carry an ad fee on sales they would have made anyway.
Cost-per-click campaigns with broad keywords, no negatives, and nobody reading the search terms.
Attributed sales reported as if they were all extra.
Paying for clicks on listings with weak titles, images or prices.
Final value fee plus per-order fee plus ad rate, on an item that barely covered two of the three.
We start from each product's margin after the final value fee, per-order fee and shipping, and set the maximum ad rate it can afford. General-strategy campaigns go on listings where placement changes sales; priority campaigns go on the products worth bidding on by keyword. Listings that sell well organically are tested with ads off. The report shows what advertising added, not only what it touched.

A general-strategy ad fee is charged when the promoted item sells within 30 days of a click on the ad, and eBay uses last-click attribution. On a listing that already ranks, much of what is attributed would have sold anyway. That is why a campaign can show strong attributed sales while the store's total sales stay flat. The useful question is what the ads added, and answering it takes tests, not dashboards.
eBay Promoted Listings management starts from the margin left after eBay's selling fees, which is the most an ad can cost before a sale loses money.
A general-strategy campaign (formerly Promoted Listings Standard) charges a percentage of the total sale amount, the ad rate, when the item sells within 30 days of a click on the ad. A priority-strategy campaign (formerly Advanced) charges per click through a second-price auction, with keyword targeting and budgets. General is cheap to test and easy to overpay on; priority gives control and needs weekly attention.
Because general-strategy attribution charges when the item sells within 30 days of any buyer clicking the ad, not only the buyer who purchased. On listings that already rank organically, a high ad rate can buy sales you were getting for free. We compare promoted and organic performance per listing before setting rates.
One set from the product's margin, not from eBay's suggested rate. The suggested rate is what helps the listing compete for placement; your margin decides whether that placement is profitable. On thin-margin items the right rate is often low or zero.
They are a separate charge on top of the final value fee and per-order fee. Our fee calculator lets you add an ad rate to see the combined cost on a sale.
